Takedowns use your melee weapon, also there is a mask (I wanna say prisoner's mask) that allows you to do takedowns from the front, which makes melee pretty useful in battle. Rocket launchers? waste of a good weapon slot and pointless except in specific situations. Rifles can be extremely accurate when burst firing however up close can also prove useful when firing from the hip. Rifles eat into ammo fast so be sure to stock up when you can.
