Theres a cvar for that, but you would need cheats or the adminmenu to modify that cvar. z_tank_health : 4000 : , "sv", "cheat" : Tank Zombie max health. (normal difficulty) It automatically increases the tank hp on other modes/difficulties.. Ex, Versus tank is 1,5 times the normal tank hp, if you put 6000 there, the versus tank will have 9000hp

First off, you could use the command "fps_max 60" in order to lock your fps. Though I am not 100% sure if it works for L4D2. It does for most source games, but L4D2 can be a bit iffy. Other than that though I see no point in limiting it unless your GPU overheats or something.
